The letter in this envelope, from the Louisiana Division's Rare Vertical File, was posted in late 1900 to Mayor Paul Capdeville by the General Conference on Improvement of Channel at the Mouth of the Mississippi River, also known as the "Jetties Conference." Made up of prominent businessmen, the group was dedicated to lobbying the federal government to improve--that is, deepen--the channel provided by the Eads jetties at South Pass, and, especially, to open Southwest Pass to shipping.
