A deserted section of New Orleans East, March, 1961. Beginning in the early 1960s, New Orleans East, Inc., with cooperation from the City, began developing this 32,000 acre tract, spurred on by the construction of Interstate-10 and the development of the Michoud plant. Before long, a new "city within a city" had sprung up on the eastern edges of Orleans Parish.
