Attached text: WPA workmen narrowing the Esplanade Avenue neutral ground to Galvez Street. A similar WPA program conducted a year ago, provided for the widening of the thoroughfare from Moss to Broad Street. The eight feet added to each side of the street, divided by the neutral ground, will be concreted and the entire street surfaced with asphault.
